When I uploaded the first fight against Kahn, I made a sort of defence of him stating that he is very similar in that many earlygame bosses have a gimmick that is exploitable, but I don't think I can defend the competence of Kahn in his second reincarnation as a BoF4 boss. Wouldn't believe my own sophistry if I tried!
A big change occurs before this battle. Cray, the party's former highest-levelled member, is held captive and is unable to take part in the first few battles of the second chapter, but instead we get an incredibly potent replacement in Scias. Firstly, let's compare his stats to those of the rest of the party (as well as Cray) at this point:
Ryu (lv. 1) 230 hp, 6 ap, 3 cp, 10 pwr, 10 def, 8 agi, 7 int
Nina (lv. 5) 301 hp, 21 ap, 3 cp, 14 pwr, 12 def, 25 agi, 26 int
Ershin (lv. 3) 313 hp, 5 ap, 5 cp, 15 pwr, 4 def, 21 agi, 5 int
Cray (lv. 7) 460 hp, 16 ap, 1 cp, 27 pwr, 20 def, 14 agi, 9 int
Scias (lv. 13) 620 hp, 31 ap, 3 cp, 33 pwr, 36 def, 43 agi, 42 int
The stark contrast is apparent when you look at Scias's level. Though AP is usually his biggest problem in a game with level-ups (causing Ryu to be superior in spite of lacking naturally learnt magic), he boasts higher AP than Nina at base, and his other stats don't fail to impress, relative to the other party members - good durability (in spite of being a glass cannon), more than double the speed of others, passable offence.
Other than the raw combat stats, Scias has the highest chances of all 6 playable units to counter a physical attack (20%) and to land a critical blow (8%), and his avoid of 15% is quite close to Nina's 20%. Scias's 25% resistance to water-elemental attacks is useful and becomes especially noticeable endgame, since Ryu's alter ego and arch nemesis has the water affinity, as do his most trusted minions.
If you're not yet persuaded that Scias is gamebreaking initially, consider the equipment he joins with. While the defensive gear is inessential, his Jang'do offers two hits and has +9 pwr on the generic Scramasax sword that Ryu can hold at this point. It follows logically that Scias's physical prowess should form the core of the party's offensive output at this point of the challenge.
Kahn has 3,5K hit points in this fight. If we give Scias Focus and have him wait for the boost to load, the boss can be OHKO'd with a single Shining Blade attack after a full Rainbow Trout boost. Causing 3K+ damage in a single combo is actually useful for getting Una to teach the party Super Combo very early, but with Scias's Shining Blade and the neglected Shadowwalk there's no rush and this is very organically achieved in the following boss battle after this one.
Paradoxically, Kahn has 40 speed, once again outsped by sonically unimpressive party members of ours. Rwolf's mysterious ability should be thanked for all the outspeeding - Kahn only gets one attack in, and while it's his most dangerous one by far (the Tiger Fist that can be learnt off Kahn when he becomes a master himself but that can't be copied by guarding in this battle), it is unable to score any KOs.
There's no denying he's laughably helpless here, which I couldn't quite say about the first battle with him (where he had high enough chances of OHKOing anyone at a certain stage of the fight).
