The most interesting question on machine learning nanodegree vs PhD degree and which is the solution for you ?
First I will answer the question in term of learning and second in term of value.
First for the Machine Learning Nanodegree is totally worth spending moneyn if you want to learn Machine Learning and use knowledge in your PhD research.

Now for the PhD and which is only worth if you want to get into research and my wife is also doing the PhD and its very Hard.
Again I m going to say Doing PhD is Hard So only do PhD if you like researching and want to become a Professor.
But if you are building a complex app which need know machine learning than just save your time and do the Machine Learning Nanodegree from Udacity. I hope this answer question.
