I was asked to do a test of the game with no hyperthreading on the CPU so here it is. No major stutters besides the occasional ones when a whole new area is loaded (there are such points in Cyberpunk). So the game runs fluently with some small CPU bottlenecks in areas like the Med station and the Metro roundabout that occur in crowded areas. If you enable Turbo on all cores through the BIOS trick (which would make the CPU boost to 3.5 Ghz on all cores) they should be close to eliminated for a 60 fps experience. I tried running on streets with crowds and I didn't experience CPU bottleneck with these settings.

Note that VSync is turned on at 60 fps except when I was checking out bottleneck areas where I disabled it for some time: 18:42 to 21:04 .

At some point of the video I enable "DLSS" which is actually FSR 2.0 mod from Nexus mods which replaces DLSS. As you can see there is some severe ghosting on cars when it is enabled and when NPCs blink, but in combat I don't see any. It is just a glimpse at what is possible, if it was implemented from developers. FSR 2.0 Balanced compared to FSR 1.0 Ultra Quality is better in terms of sharpness and quality in my opinion.

If you want 60 fps at all times, turn down some of the graphical settings from Ultra to High like the most important one Screen Space Reflections and others like Volumetric Cloud Quality and Max Dynamic Decals including lowering the crowd density to Medium to ease up CPU load. You need to keep FSR 1.0 at Ultra Quality for this resolution.

In conclusion I would say that leaving CPU hyper threading enabled is better since the game is made so it benefits from it.
