Status effects at low SLs can be surprisingly effective and this is because resistances, as well as damage absorptions, level up as you level up. So at lower SLs your common opponent will have less resistances making it easier to proc than you might think.

On this build, with 11 luck, my best poison weapon for example is the Rotten Ghru Curved Sword + Rotten Pine Resin that get's 82 poison value. With it I can commonly proc poison in 3 hits, 4 if they have armor with good resistances, and 5 if they were being excessively passive. Another weapon I commonly use however is a Poison Carthus Shotel that get's 30 bleed and 45 poison. With that I can commonly proc poison in 5 hits, 7 if they have good armor, and 10 if they were passive. They are both however curved swords and getting 5 hits isn't that much more difficult than getting 3 because of how aggressive you can play while using them (especially if you're actually good at roll catches).

Although your luck stat and weapons play an important part in how much poison/bleed buildup you get per hit the more important thing to remember about proc'ing status effects is that you are racing against a cool down. Switching between weapons/opponents for different effects is very counter productive to using them efficiently, unless it's to provide a mixup it is best to stick to one effect/opponent until it's proc'd (with exception to stuff like a poison infused Bandit Knife, but that's less effective for both to begin with) and being as aggressive as you can to minimize cool down time.

When you consider that most players only know how to play passively it really isn't surprising that most people have given up on using status effect weapons entirely. If worst comes to worst though and you have to fight someone who is overly passive, preventing you from proc'ing effects, than you just switch weapons to raw/deep/fire type and just go for damage instead.
