With the latest update coming to DayZ Community Servers on PC, Xbox & PlayStation Consoles, we now have the ability to stop & disable (or allow and enable) players from building inside the Livonia Underground Bunker.
Inside your server missions cfggameplay.json file, you can edit the contents of
"disallowedTypesInUnderground": ["FenceKit","TerritoryFlagKit","WatchtowerKit"]
which as its default setting does not let players build inside the bunker. You could remove those class names to allow building, or add the class names of modded-in items for servers with different building mods.
