1With the truce between Jack and Pinnacle secured, two men set out to secure Hennessey's incriminating files against the mayor kept within the headquarters of Grant City police department. To that end, Pinnacle contacts Hennessey and claims that Jack is attacking him in Iron Point Penitentiary, knowing that Hennessey would jump on the opportunity to kill Jack and lead majority of his men to "assist" Pinnacle, thus leaving the station with an skeleton crew to defend the evidence, fact used by Jack to actually enter the station, fight his way into its basement storage and enter the evidence room where Hennessey is keeping the files stashed away after disabling the station's dispatch network to ensure that the remaining GAC officers cannot warn Hennessey of Jack's arrival. Jack also finds the clown masks identical to the ones used by the mysterious gunmen who attacked him at the graveyard several days earlier and then again at the dockyard, revealing them to have actually been Hennessey's GAC officers in disguise and confirming that Hennessey had been actively hunting Jack since his escape from Iron Point Penitentiary. With the files on Pinnacle and several other individuals secured, Jack decides to renege on his deal with Pinnacle, refusing to let the corrupt mayor get away with his own crimes, and due to that, contacts Gloria Exner and arranges to meet her at the graveyard, intending to give her the files to ruin Pinnacle in an election race and get him arrested. However, once he escapes the station and gets to the meeting, Jack is double-crossed as Exner takes the files but holds Jack himself at gunpoint, revealing that, with numerous attempts on her life and intimidation by Pinnacle, she decided to drop out of the election to save her own life. However, as Jack tries to talk her down, Exner is fatally shot through the back by an assailant revealed to be Hildy, who reveals that she has started to work directly for Fahook Ubduhl after she was kidnapped and that she had been promised an handsome payment if she secures Hennessey's files for the Middle Eastern crime lord as Hennessey also had an file on him, justifying her actions to shocked Jack as simple need to earn money to survive and claiming that she had been assisting him out of pity. Unable to stop her, Jack watches Hildy leave with the files and proceeds to follow her to Warden Air Base, an abandoned airforce base on the outskirts of Grant City where she is to meet Ubduhl. Aware that Hildy likely isn't truly aware of the danger she is exposing herself to in her pursuit of monetary stability, Jack enters the base, intent on confronting Ubduhl and securing the files...
