This is a minimod from August 2016 by Beed28, It's something the Cacoawards had been talking about in one of their "extras" segments about how to change doom to meme territory and this seems to be the case with this shader.

The entire world, Textures even the HUD moves unpredictablely and I filmed a sort of normal video before I began to get vertigo and motion sickness, I'd imagine that people with those conditions wouldn't like this mod but this minimod is something surprising that I didn't think was possible...until now.
