Downloading the Windows 11 ISO, Making a UEFI Bootable USB and Clean Installing on a Dell PC
Microsoft have officially released the Windows 11 Insider Preview ISO to the Beta and Dev Channels. In this video I look at Creating a Bootable USB and Clean Installing on a Dell OptiPlex 7050:

Although the Microsoft documentation recommends use of an older version of Rufus to make a Bootable USB with a MBR Partition Table and the NTFS File System, this does not pass Secure Boot on all Dell systems... In my case a Bootable USB made with a GPT Partition Table passes Secure Boot on an XPS 13 9365 and XPS 9305 but is rejected on a Dell OptiPlex 7050 and Dell 7060.
Unfortunately the install.wim of the Insider Preview ISO exceeds 4.0 GB making it too large for the upper file size limit of the FA32 file system so a USB with a single FAT32 Formatted Partition is not possible.
It is possible to split the install.wim into multiple install.swm files however there have been comments on previous videos where users experienced issues with the dism commands.
To get by this we will instead use DiskPart to remove any old partition tables on a USB flash drive and then use Disk Management to make a USB with a 1 GB FAT32 Boot Partition and use the remaining space on the USB to make a NTFS Install Partition (7-31 GB depending on the size of the USB).
Copy all the files from the ISO to the Boot Partition except for the sources folder. In its place create a sources folder and copy the boot.wim from the sources folder on the ISO to it.
Copy all the files from the ISO to the Install Partition.
This Windows 11 Bootable USB will pass a Dell UEFI BIOS with Secure Boot. The Dell PC must also have a TPM enabled. These settings are explored in the Dell UEFI BIOS Setup of an OptiPlex 7050.
Dell Command Update can be used to install the latest driver pack and additional Dell Driver updates following a clean Windows 11 install:
