Continue through the underground and you will eventually find Vivi. Then you must run away from the encounter that triggers when opening the door with mist. Without using Flee, you have an extremely slim chance to run away. Once the door is open, random encounters are on until the next scenes play out.
The mist room has a 255 Enc. Rate, so you can get into an encounter very quickly, unless you don't! The remaining two rooms are half of that with 128. Before triggering the next scenes, optimize Zidane, give him the Leather Shirt and activate Bandit.
As Steiner, optimize him and activate Bird Killer, then collect the two treasures as you wait for Morrid to come down the stairs. Once he is about 5 steps from the bottom, enter his house and he will show up, then leave Observatory Mountain. 'Observe the barrel some more' when prompted.
The big concern with the Black Waltz 2 fight is getting around his Fira counter. BW2's last target (Vivi preferred) needs to be dead when BW2's HP gets below 515. I find just attacking with Steiner and Zidane works the best, though you can ATB wait-trick with Zidane here. Hope for that second Ether drop, but not a deal-breaker if you don't get it.
Key Abilities Learned: Zidane - Beast Killer
Don't select the depart option to fast or you will soft-lock the game! Continue with more scenes and dialogue and you will eventually fight Black Waltz 3, which you shouldn't lose. Have Zidane attack immediately and BW3 will rise into the air. Have Vivi Double-Fire and Steiner use Fire Sword both turns. Have Zidane steal on his next turn, which you will assure you get at least a Steepled Hat.
Before getting on the elevator in Lindblum, remove everyone's equipment except for Zidane's Moonstone and Steiner's Bronze Armor. A lot of scenes and the last tutorial follows before you can read Ruby's letter and save. Technically, you could do the next segment as well in one go since there are no encounters or RNG, but I didn't want to lose this segment's recording.
