G.I Blues involves getting friendly with the King and quelling a local dispute between Freesiders and NCR citizens.

When you first meet the King, his first job for is to discover if a bodyguard Orris is committing fraud and illegitimately stealing business from the Kings.

Follow the King's direction and hire Orris. Follow Orris toward the New Vegas Strip north gate and down an alley.
You'll see him gun down four men with three bullets. If you are intelligent enough, you can call out his fraud right then and there; if your character is not smart enough, you can check a thug's body and realize they're not dead with 30 Medicine or assault their body to make them wake-up.

Note: Assaulting the thugs will make Orris hostile and can lead him to gun down Kings gang members and you.

If you fail to notice anything wrong, the King will tell you to hire Orris again and this time Orris will attack you for being a friend of the King.

Report to the King when Orris is caught in a lie or killed to get your next task.
