For a smooth talker, you can speak to Old Ben and convince him to work with Confirmed Bachelor or 60 speech, otherwise, you might need to start Debt Collector through Francine Garret and meet Santiago.

For a ghoul cowboy, find Beatrix in the old Mormon fort. She'll agree with 35 speech or barter or if you offer her a bottle of Absinthe.
