Go speak with victims at the Old Mormon Fort. Don't press hard for information, you actually lose reputation if you're too pushy or firm with the victims.

Report to the King after the victims mention one of the attackers is a Lieutenant. The King will instruct you to gain information about the NCR from squatters or Julie Farkas.
