This is surprisingly easy with the right preparation.

Using the Eksir Berries reduces Garuda's attack significantly and disables it from attacking instantly without charging (which would otherwise be the effect of Enrage), if you bothered to complete the Urutan Eater sidequest. This battle is by no means all that hard if you didn't.

The first step, given that you are a proud owner of the sandsea's greatest treasure, is to toss the Eksir Berries on Garuda. Make sure you are playing on the slowest battle speed at this point.

Once Garuda is stunned, we should worry about not taking any damage in this battle. Switch the party leader and make sure Fran, Balthier and any other party member of your choice (doesn't matter) stand behind Vossler's back. The reason for this is that your precious guest has almost as much HP and defence as your regular party combined. Garuda ALWAYS attacks whoever stands nigh, so exploit the weakness in the foe's gambit by having your guest tank throughout the entire battle.

Once your party is behind Vossler's back, you're safe, so you may set the battle speed to the highest pace once again.

Garuda's attack may push Vossler back, so try to control the situation by manually moving your characters away from the enemy so that Azelas is still in the front, heal him with Potions/Hi-Potions when needed.

He will go down very quickly.
