Even if this was obtainable, after storing it in the Garage, it would revert to a BP Bus and you can already obtain a BP Bus from "Stealing the Show" like I shown here - https://www.youtube.com/watch?v=EXSzqkJWGqw

The reason why this is unobtainable is simply due to the fact it's Heavy. Heavy Vehicles can't be moved off the ground in any way, shape, or form in CW, so therefore, you wouldn't be able to push it into the Garage like you can do with the one in "Stealing the Show."

This is from the Alonso Random Encounter that is unlocked after "Tricks of the Triad." The Bus is Heavy/AP only when Alonso is riding along with you as a passenger. Not only that, but the moment you pass the Mission, the Bus will be stripped of all its Properties and it'll be a normal Bus.

This Video is basically just to showcase the existence of the H/AP Bus and just have some fun with it. Imo, Heavy Vehicles are by far the BEST when it comes to CW. LCS would be second best, and VCS would be third best. VC and SA also have (unobtainable) Heavy Vehicles, but the crown still goes to CW. It's a lot of fun driving this thing around and it's unlocked VERY EARLY ON in the game, just after a handful of Story Missions, so anyone can mess around with it and get access to it rather quickly.

Just think if CW wouldn't delete ALL Properties except BP when you store a Vehicle in a Garage. You'd basically have ALL Special Vehicles as being AP or H/AP. This H/AP Comet is also really fun to drive around and what's nice about the Comet is you can infinitely drive it around as H/AP on a Mission Replay, even after 100%. There is actually a LOT of unobtainable Special Vehicles in CW still, but I don't see any of them ever becoming obtainable. For instance, there is a H/AP Cruiser in a Mission, all the Race Vehicles are BP/EP/FP, there's a BP Chopper (Motorcycle), Unique/BP Sparrow, Unique Defender, and the list continues. In fact, there is likely just as many UNOBTAINABLE Special Vehicles to this day in CW as there are OBTAINABLE Special Vehicles! It's not like the other nine GTA's where 95% or more of EVERYTHING to exist in the game is fully obtainable one way or another. CW is not the case and a lot of mystery is still left!
