In this Video, I show how to obtain the Mr. Whoopee at the very beginning of the game.

Under normal circumstances, the Mr. Whoopee is nowhere in Vice City and will never be seen unless you find one in Vigilante like I do in this Video OR later in the game when you unlock Assets and buy the Cherry Poppers Ice Cream Factory.

Think of the Mr. Whoopee in Vice City as the Phoenix in San Andreas. You want the Mr. Whoopee in the beginning of the game in VC so you have it for "The Party" and the EC Black Conversion and you want the Phoenix in the beginning of the game in SA so you can have it for "Grey Imports" and the EP/FP Conversion.

With that said, spawning a Mr. Whoopee in VC is a lot easier than spawning the Phoenix in SA through Vigilante.

Note that for my 2nd 100% Save File in VC, I obtained the Mr. Whoopee at the beginning of the game (first Vehicle to spawn, actually) and converted it to EC Black. If you want to see how it looks, check this Video - https://www.youtube.com/watch?v=5XDmRTQPSUk

Obviously, you want to pass Vigilante Level 12 before doing this so each time Vigilante is activated, it will NOT add any extra Mission Attempts to the Stats!
