Even though they are starting weapons, the machine gun and plasma gun are actually very useful against the chaff. It's a little rough going against everything else, but yeah, hosing down swarms works fine.

Hard Reset is closer to Doom than Serious Sam is to Painkiller, sort of like how if you take cranberries and stew them like applesauce they taste much more like prunes than rhubarb does. In all seriousness, the game can and will throw smaller groups of enemies at you in claustrophobic areas, which is something that hardly happened in Painkiller and Serious Sam, owing to how the former was pure arena fights and the latter's architecture tended towards being wide open and friggin' huge.
