When you install a new monitor it may not be set to its highest refresh rate (Hz) by default. You can switch the refresh rate through the display settings in Windows 10.

You will need to navigate to your advanced display settings then select the monitor that you want to adjust. With your monitor selected open the display adapter properties then switch to the monitor tab. There will be a drop down menu with all the refresh rates available for your monitor.
