Highlight this segment on the track and use the noise reduction effect to obtain a noise profile. This profile is how audacity can identify the noise you want to remove.
The final step is to select the entire track by double clicking on it with your cursor. Once selected you can apply the noise reduction effect to remove then previously stated background noise.
