Before you can install shaders, you actually need to install Optifine. Optifine is required to install shaders in 1.13.2 as it provides all of the backend stuff needed for it to run. You can find the Optifine download link above. After you download it, just double-click on Optifine and click install. Just link that, Optifine will install, and you can now get shaders!
