To download games and updates when Xbox One is turned off, you can use the “Instant-on” power mode. Here’s how:

Press the Xbox button on your controller to open the guide.
Select “Settings” from the guide.
Select “Power & startup”.
Select “Power mode & startup”.
Choose “Instant-on” power mode.
