Save Credentials: Go to Steam settings and uncheck the box that says “Don’t save account credentials on this computer.” This will allow you to log in without an internet connection.
Enter Offline Mode:
Press the Steam button to open the menu.
Navigate to Settings - Internet.
Select Go Offline and confirm.
