I wanted this creatures existence to be pure suffering. The best way to do that was by making sure it could see everything around it. Add to that the fact that it can't really move and it's basically just food for everything else in the ocean. It survives by finding rare scraps of food floating in ocean and has no means of defending itself. It's really just floating eyeballs. Any creature that sees this immediately wants to eat it simply because it's an easy meal.
