Is Setting Games in Single Cities a Good Idea?

Game Freak recently announced that the latest Pokemon Legends Z-A will take place entirely in Luminose City, capital of the Kalos region we have explored in Pokemon X and Y. While it is not unusual to explore a previous pokemon regione, like we have done in Pokemon Legends Arceus, it is odd that the Nintendo developer stretched out that the game will solely take place in one city. This made me think: what games are only set in one city and what are the advantages and disadvantages of setting games in cities? Titles like Persona 5 and Yakuza are games set entirely in a metropolitan environment, and titles like GTA V and Cyberpunk heavily focus on their main cities but do have some explorable countryside. Cities can be iconic places easy to navigate, like Bioshock Infinite's Columbia, but they can also be boring and dull, like Mafia 2's Empire Bay. What are the cities in games you like most?
