Kid Klown in Night Mayor World is an odd little platformer that actually started life as an officially licensed Disney game: the Japanese version was actually titled Mickey Mouse III: Yume Fuusen (Dream Balloon), and it was the third game in the Crazy Castle series. But since Capcom held the rights to Disney properties on the NES in America, the license was stripped and an original cast of characters was used, creating a bizarre reskin of the original game.
As a result, the US version of the game then became the first title in the Kid Klown series, which saw entries on the SNES, PlayStation, and Game Boy Advance.

It's a simple, straightforward title with some unique features thanks to its balloon mechanics, and it can be a lot of fun to wander through.
And just a quick heads-up to anyone playing it: I would warn against bothering with the hard mode. It's less "hard" than it is cheap thanks to how it artificially inflates (ha!) its difficulty level by ramping up the number of cheap, unavoidable hits it forces you to take.
