In Tokyo, be sure to get the discount cards from the casino. I didn't realize it at the time, but the casino food items actually heal the whole party. You may want to take the time to farm some of those too. Edit: My mistake, the food doesn't actually heal the group.
Make sure you're ready before getting on the train, since you won't be able to return to Tokyo for a while.
Before going into the boss battle in the northern parts of the train, go south and look for Angela. The middle choice worked for me to get her temporarily recruited.
Boss: Team Dragon (Bryan Dodson, Catherine Astria, Gary Grimes) [ 46:37 ]
I did a much better job thanks to status effects, despite how Team Dragon got a new member. Sadly, getting rare steals is hard and the human bosses don't always drop their accessories.
After the battle, the third option seems to be the best one. Sadly, my mic spazzed out when tried to record that option. I believe this is the correct choice because it actually changed the results of another choice in Dodson's next dialogue and even changed the music to boot. Sadly, I don't think all his dialogue will have such convenient "canaries" to determine the correctness of previous choices.
After you get to Kyoto, go to the beach port and talk to Angela, and then apologize to her. This will allow you to recruit her permanently.
