I'm not entirely sure how many territories is the minimum that the cultists have at this point, if there's a number that the game won't let it go below or if they randomly get territories assigned to them if I eliminate them all. The amount of territories they have right is quite low and it won't be too difficult to keep an eye on them so for the time being I've decided to not take more of their territories.

As a side effect it means we'll be getting missions every once in a while to defend against cultist attacks. Considering that one of the alternatives is defending against starghosts the cultist missions are a welcome sight.
