Kariah was indeed correct to think that something is going on; her initial warning is what triggers the investigation into the political situation in the region and by extension, uncovering something very sinister indeed. Whether we prevent the plot or not is entirely in your power however.

You can do things incorrectly and fail to prevent the plot. The game gives you a very heavy-handed warning that you're about to mess things up but won't stop you from doing so. It's one of the few events where you have a direct influence on how things progress, even if the impact of it is rather minor. The main incentive for doing things correctly is that you'll be rewarded and for most players, that's enough. For us, it's doing the right thing because it's not like we've killed anyone just for our own personal gain, right?

Unfortunately, preventing the plot isn't going to make the political unrest go away; in fact, things are about to get worse.
