X-COM aren't the only people building bases on Earth in this war. The aliens are also setting up bases, seeking to gain a more permanent foothold on the planet from which they can launch attacks. The alien bases are initially hidden and though they can be found by an X-COM operate, it's better to search for them yourself by monitoring alien activity on the graphs and by tailing certain UFOs. Fir each month an alien base remains on Earth, they gain points which eat into the ones you gain for successful missions.

Later on in the game you can farm the supply vessels for alien bases, both for points and resources, allowing you to rake in massive amounts of cash and do consistently well each month in the council reports. Doing that is risky but rewarding if you can pull it off, but we're not at that point yet. We can't afford that base remaining on Earth, so its time to send out squad to get rid of it. It's not going to be an easy fight however, easily comparable to the terror missions we've fought in the past, if not more challenging.

The aliens will fight as ferociously and desperately as we would if our base was being attacked and you need to be ready for that. If you're not, your effort will likely end in miserable failure.
