Let's Replay X-COM UFO Defence #14: The LZ isn't hot, it's Searing
Terror missions are some of the hardest in the game as you're forced to act almost immediately. If the site is close to one of your bases you can try and keep it active with a vessel in flight while you wait for daylight hours, but if it's far from your sphere of influence you have to rush over there regardless of the time. You have to protect the civilians as best you can while defeating the aliens who are already spreading death and fear wherever they go. Your soldiers are exposed upon landing, vulnerable to the entrenched aliens who will gun you down as eagerly as they do the civilians. Ideally you want to emerge from the mission with no soldiers lost, innocent lives saved and the aliens beaten back, a positive score your reward for a job well done.
But terror missions don't play to your wishes and sometimes, it's simply a matter of minimising damage. The aliens could be far away from the skyranger, killing most of the civilians by the time you find them. Worse yet, your landing zone could be crawling with foes all ready to obliterate your soldiers who have little cover and little chance unless they take some dangerous risks. Without knowing where the civilians are, you can inadvertently put them in danger when you try to take out an alien. All of these things and more are what can happen when the game decides you're going to have a bad terror mission and when that happens, all you can do is make the best of it. If your squad emerges mostly intact from the mission and your score isn't too bad, that's a success even if the game chastises you for it. You can't win them all after all.
