Let's Replay X-COM UFO Defence #64: Seeing All, Yet Seeing Nothing
Even with the hyperwave decoder detecting every UFO that enters into range, there are still things that are going on which we won’t notice by being passive. Alien bases can be set up even within that detection radius and they won’t become visible until an X-COM operative reveals them – something that has a low chance of occurring – or one of our craft does some investigating and finds it while patrolling. The aliens will eventually give them away by sending supply ships to supply them, in which case you need only follow the craft and look where they land. You also can’t exactly tell how successful the alien retaliation missions have or haven’t been until the battleship arrives; either it zooms straight to your base or it meanders around and then flies off.
Alien infiltration missions are a little more cut-and-dry however. Once a certain setup of vessels appear with that mission then you know that they’ve succeeded. No matter what you do, you can’t undo the funding nation signing a pact without going into the game files and altering them. You can do what you can before that configuration of vessels to slow their efforts down but at some point they will succeed at least a few times. You’d think that that means you’re on a short and hard timer to complete the game, but provided you’re thorough with shooting down UFOs it’d take so long for the aliens to sway the entire council that it’d be years and years, if it’s even possible at all. Of course that’s not a sign to get complacent and let the missions succeed as you don’t want the aliens to gain points or to lose the money from said nations, but it’s one less thing not to fret over as much.
