I looked further into this and found there was solid ground but at the very peak of the seam. Using a transformation mask prevents Link from autojumping right after landing. Then by performing horizontal slashes you can slowly travel you way through around the map to land to go around the fence, sword slashing prevents Link from falling off to the right but you can fall off if you go too far to the left.

Is this useful for a speed run?

No, at the moment Goron Mask is basically required unless there is a lullaby skip to enter Snowhead Temple. Goron ground pound damage boost from an enemy Green/Red chuchu (not explosions) is way faster than this.

At best this is a solution for any puzzle/bingo related race for this game.
