So what I've discovered by playing this section myself is that you can skip quite a fair bit of the shooting in this section by killing everything in sight quickly.

This skip uses a lot of bullet time, so before you head in, be sure to have your bullet time meter stocked up fully. Do NOT focus on the boats exploding, the boats are counted out once every person on them is dead.

If this skip is done right, you should get "They've got an armada out here!" early, which means you're on the right track, don't stop killing quickly though, as if the boats get too close to you, it should be game over. Anyway, once it's finished, this should skip the "brazilian tour office" dialogue, some extra shooting, dialogue and boat driving off to the trigger.
