Technically this is the second attempt, as I did some tests while making the 1-hit low rank Tobi video.
This is what I get from not doing enough research beforehand. Turns out Felyne Heroics and Heroics do not stack. Without Heroics, I have enough slots to max out Attack Boost and Bombardier, while also have enough affinity for 100% crit, allowing me to stack 2 attack augments on the Wyvern Ignition.
This is possibly the strongest, most consistent Felyne Heroics set I can make for this purpose, yet I'm still under the capture threshold for high rank Tobi.
I also tested with Deviljho's Anguish. It is in every way inferior to Wyvern Ignition barring the Dragon element, which Tobi is quite resistant to.
I am actually missing one meat ingredient to get Attack Up L for the kitchen buff, but I don't think it will make much of a difference.
As such, I'm calling HR Tobi impossible for a 1-hit capture attempt without relying on RNG factors.
