There is a way to unlock free throws while at Team Practice session in NBA 2k17.

Once you are in, (you enter through MyCareer Calendar) you can either complete the scheduled tasks given by your coach, or skip them.
Then you will have free reign and be able to choose whichever activity.
Simply walk up to the free throw line and the challenge workout will begin!

Hint: Getting gold medal will award you with bonus VC.
