How I did this (PS2)?
In the game .ELF I replaced the string "Credits.fng" with "SafehouseReputationOverview.fng ". Basically replaced the creditis with Blacklist menu and went there without a save game. There is no rival car or movie, and the bio seems to be a glitch with the language strings.

• Blacklist #0
This one isn's a scrapped Blacklist rival. It is the "base" in the gameplay.bin/.lzc to all other "race_bin" entries.

• Blacklist #16
Roger, also known as Rog, is listed as the Blacklist #16, probably because it was removed a long time ago in the game. The best remains of Rog are in the PS2 Demo, however, Rog's races names shows otherwise. Both in PS2 Demo and in final game, the races are called "e3demo" and "20_x_x", the first number indicates the Blacklist in which the race would be part. Example, races with the name "9_x_x" are from Earl.

Wow! We would have 20 rivals in Blacklist? Nope.
Why? Tracks with the name "21_x_x" are from Black Edition, "19_x_x" are from Challenge Series, and then we have the tracks named "16_x_x", which are the races from the beggining of Career mode. You can check by yourself by opening the file "C:\Program Files (x86)\EA Games\Need for Speed Most Wanted\TRACKS\L2RA\TrackMaps.bin" with TexEd.

So, seems Rog was a concept made a long time before the final game release (or not) and then that concept was made only for PS2 Demo as a show for the public.
Another option is that the devs planned Rog as some kind of special edition of the game.

In the end, turns out that the BL#16 or race_bin_16 is just a index to prologue races and "Go to Safe House" events.

• Blacklist #18/#19

"race_bin_18" and "race_bin_19" is nothing more than a kind of "Index" to Challenge Series events. I don't know why the "race_bin_18" exists if we already have the "race_bin_19" with every Challenge Serie event.

• Blacklist #20

Official PlayStation Magazine (OPM), basically contains the races from E3, demos and even from the "Blacklist Tournament". In other words, it was the index for the events played in the PS2 Demo and in the Blacklist Torunament. However, only one race was left in final game.

• Blacklist #21

Nothing more than a kind of 'Index" to Black Edition tracks.

Fun fact: PC demo was released after the final game release, so the tracks there are listed in the Blacklist index #22 and #23.
