The conclusion, according to the tweet, is that these players will NOT be allowed to participate.
The players in question are all CSKA Moscow members, and they are Alexander Romanov of the Montreal Canadiens (one of the top Habs prospects in the past year), Kirill Kaprizov of the Minnesota Wild (widely regarded as the best hockey player in the world not playing in the NHL), and Ilya Sorokin of the New York Islanders (formerly sharing the title of top NHL goalie prospect along with Igor Shesterkin, before the latter debuted with the New York Rangers).
No question about it, these three make up a big portion of the body of "top NHL prospects" in today's hockey world.
