This level... I had to figure out exactly how I wanted to hit the arrows, cause there was a very important sweet spot for that, and that could make or break a good bit of time. I realized pretty late that you save a TON of time if you hold right on the arrows up until the end, and then start holding left to turn. I had the idea, but I didn't test it earlier, cause I figured it would be a minimal improvement at best, but it turned out to be a major factor. Because of the small wiggle room you have in the arrows, you can start turning before you exit the arrows, which just plainly allows you to complete your turn more quickly. It turned out to be very important, and something to consider on any levels that have these arrows.

For the balls afterwards, I would turn just before hitting them to conserve a lot of my speed in order to get back to the cannons faster. It was a very precise process of using just enough energy to move the balls out of the way by the time I got back to them. I also wanted to hit them mostly on their sides instead of below them, cause I want the impact to send them horizontally instead of losing energy on anything vertical. The problem to balance with that, is that I lose speed as I go higher, so I have to find the sweet spot of where to hit the ball. Go too high, and I have no speed to transfer, and I'll waste a bit of time just by going really slow, but if I go too low, then I won't transfer it to the horizontal momentum enough. It's also round, so it's not exactly as simple as higher or lower, but you get it.

Pretty difficult level, all things considered.
