第一階段要我們摧毀一處俄國前線基地，生產出將軍戰艦後配合護航艦隊從外圍開始逐步粉碎其防禦，等到差不多後再派海嘯戰車去做收尾工作
第二階段時達郎會贈予我們之前曾在盟軍戰役看過的"吉翁克"大腦袋，而且還能進行量產，它的特性是海上要塞狀態時能夠防空；飛行腦袋型態時則有著如同巨神兵那樣的光束橫掃，推薦至少四台，兩台防空兩台轟炸；幾乎可以掃平任何阻礙，但也要提防俄國的基洛夫空艇，這裡建議生產足夠的天狗戰機進行攔截
同時第二階段後一段時間，無能的同盟國才會姍姍來遲並指責我方違反戰後協議，之前俄國先違反條約時卻一點動作都沒有，因為同盟國艦隊是從東南方侵入，建議第二階段前先生產足夠的艦隊直接在該區域進行攔截，如果讓同盟國建立起基地後，我方會容易腹背受敵
帝国キャンペーンは連合軍キャンペーンと同様に全3章で構成されています。ミッションの目的はロシアのウラジオストクを占領することです。これは最後のミッションなので、ゲームを頻繁にセーブした方が簡単です。

同時に、第二段階では、無能な連合国が遅れて到着し、戦後協定違反を非難するでしょう。それ以前、ロシアが条約に違反した際、彼らは何もしませんでした。連合国艦隊は南東から侵攻してきたため、第二段階までにその地域で直接迎撃できる十分な艦隊を生産することをお勧めします。連合国に基地を建設させれば、両側から容易に攻撃を受けることになります。
