It was time to upgrade as many water and power structures as I could when resources, or supplies were available. I had to take my time and recycle the smaller, less efficient structures after I had installed the better ones. The game will not allow you to break a line that leads back to the living areas if that would cut off services, but it will allow you to take down end of line structures too soon. It is very much like is true in electronics, as long as you don't cut a line, or component that kills the circuit, the device will still work and electric, or voltage will flow. This video is likely to be boring to watch unless you are going for the milestone that requires a population of 300.
