I find the switches in the Vermilion Gym and I reset because they stay at the same spot if I don't leave the gym. Lt. Surge's Voltorb and Pikachu were OHK'd by Dig and Bite. His Raichu was a OHKO with Dig too, but it is faster and it can paralyze Wartortle.
I got the Bike Voucher and I used an Escape Rope to Cerulean City in the Pokémon Fanclub. The first girl on Route 9 has two Oddish and I only allow one to barely survive a Dig. The Bug Catcher was no threat and I saved in the dark Rock Tunnel.

Saved at 0:52 with a L28 Wartortle.
