This is the longest segment in the run and it's luckily a pretty easy one. The rival battle can be hard if his Pidgeotto uses Sand-Attack on Wartortle. I KO it with a combination of Bubblebeam and Water Gun. His Abra and Rattata are easily OHKO'd and his Bulbasaur is 2HKO'd by Mega Punch.
Most of the trainers Pokémon in Route 24/25 can be OHKO'd by Bubblebeam. I use two Water Guns if this isn't the case to save Bubblebeam's PP. I have to use Mega Punch on the two Oddish at the end and both are not allowed to miss. I got a SS Anne ticket in Bill's Cottage and I used an Escape Rope here to return to Cerulean City.

Saved at 0:38 with a L24 Wartortle.
