This segment started with me catching a Wingull and going to the Abandoned Ship. I dodged all the Swimmers and picked up another Rare Candy on Route 108. I went into the ship and found a Storage Key. I found the TM Ice Beam with it and taught that move to Marshtomp. I switched some Pokémon and teleported back to Mauville.
I went into Route 118 and spoke to Steven here. I also dodged all trainers on both Route 118 and 119. I entered the Weather Institute and fought a few easy Magma Grunts. I also dodged one and stopped here because the Magma Admin was annoying.

Saved at 1:08 with a L30 Marshtomp.
