In Prime Cup, it uses the Anything Goes rules, you can use Pokémon from Level 1 up to 100, and all of the Trainers in Prime Cup use Level 100 Pokémon, and this is the only Cup where you can use Mewtwo and Mew, but as this is Nintendo Switch Online, they cannot be used, as they are not Rental Pokémon.
