So while Lileep can be found in two locations, it is fishing only AND also slightly annoying. You can, thankfully, increase the rate of finding it by having a Pokemon with Harvest (Exeggcute/Phantump families, Hidden ability on both) as your leading Pokemon since it's the only grass type in the fishing pool. The easiest pool I know of to access is the one just down the ramp in a small pond from the Snowslide Slope Watt Trader.
