Second gym leader battle.

North from Cerulean City, we can catch higher-levelled Sand-Attack users in Pidgey (whose level can be up to 17 in this version), and even the rare Pidgeotto (lv. 19, but I didn't bother looking for one because Pidgey functions the same and isn't terribly less durable anyway; nor worth the time looking for one due to the 1% encounter rate). In spite of the higher level that's not too far from Misty's Pokemon, these birds can't really charge the enemy on their own and, while Sand-Attack helps, they can't fight Starmie due to it using Harden (plus Misty likes to use X Defend, which is superfluous and stupid).

Starmie is a monster with its high bases and critical hit ratio, and even after 6 SAs, its accuracy of 33% will destroy things whenever it gets a lucky hit. Accuracy-lowering strategy won't work.

So here's our way of going about it: first we put Staryu to sleep, then switch to Pidgey and lower its accuracy until it wakes, after which we put it to sleep again. Sing has an unreliable hit rate of 55%; however, it's very unlucky that it missed so many times in a row on this attempt. I didn't feel like resetting and decided to keep fighting until I either win or lose, and succeeded regardless of the horrid first few turns.

Then in comes Bellsprout, who knows Growth and Vine Whip without needing any levels. Now we set up, using Growth the maximum 6 times, increasing its Special stat 4x. Its Vine Whip will now OHKO Staryu and 2HKO Starmie. Starmie is quite threatening with Tackle and Bubblebeam that are very likely to hit critical (due to this generation's mechanics), but the AI is stupid and will eventually waste some turns to use Harden/X Defend, which is when we strike. A critical hit on our side is undesirable as it will result in double damage instead of quadruple. Starmie's criticals, too, might make it our end, especially two in a row.

Overall, this is a harder but also shorter and less demanding gym battle compared to Brock.
