All the main boss battles in this game are against Chronon. They also all pretty much involve the same tactics, his attacks vary from battle to battle but it's always just a case of waiting for his shield to drop then shooting him. This one is particularly easy, as long as you have enough long range ammo you can just stand back and shoot him. Your range is longer than his so you can't lose.

There are three types of ammo in the game. Short range bubbles for when the gun is empty, long range bubbles for when it isn't empty and red homing bubbles which will completely fill the gun when picked up.
