This Rise of the Ronin game guide video shows how to fulfill the requirements for pickpocketing NPC's and how to successfully steal items from them.
You need to purchase two lvl1 skills from the Charm tree - Speechcraft Liar and Pickpocket.
When you're close to an NPC a Pickpocket message may appear for a brief moment - press R1 to steal from them. This only works for certain NPCs, like the travelling merchants or people in rich clothes.
Every theft raises your Wanted Level a bit. It may also trigger an immediate chase if you've stolen something in front of the local law enforcement.
