The final stage. It might've been harder, but they give you so much energy throughout. There are even 2 yashichis (full restores) you can pick up.

Elec Man is pretty much guaranteed to hurt you. There is no good way to dodge him, especially if you're using the short ranged fire attack. You're pretty much meant to brute force this one. Cut Man can be killed by 7 hits from Bomb Man's weapon, but he only takes 4 hits from his own.

Wily isn't too bad once you get the hang of it. The cut attack will actually do 3 damage per hit in the first phase versus ice's 2, but it's much easier to land hits and dodge using ice. In the second phase, guts is the only thing that does more than one damage. Wily's initial attack in this phase might be tricky to time, but after that it's not too hard to lead the next shot above you with a jump as the previous shot is leaving the screen. If you run out of guts, a couple of other weapons will still do 1 damage. I found ice to be pretty helpful.
