In order to unlock the Everything's A Sandwich If You Believe achievement, you must eat a Fish Sandwich (Stuffed Pepper Style). This can only be found in the Steam Access Tunnel area of the S.I.T. map. The sandwich will also cost 100 Meat, so make sure to have enough. You will need to have progressed the story enough to also enter the area.

With the 100 Meat in hand, travel to the S.I.T. map and enter the Vector Wing. If you can't yet, go through the story until you have access. Once you enter the Vector Wing, make a right, and head through the door labeled "Barbeque Wing". Now, head to the left all the way, and go through the door labeled "Steam Tunnel Access". There is a ladder in this room, so head on down to the Steam Tunnels.

In the Steam Tunnels, head left or right (this area loops), and go through the door that is marked with a black skull. This is the Fission Chips Secret Underground Restaurant area. Talk to the NPC at the register and purchase the Fish Sandwich (Stuffed Pepper Style). It is the only option that costs 100 Meat. Once you have purchased the Pepper, open your Inventory, and the sandwich, and the achievement will unlock!
