Silent Hill 2 {part 3} Does anyone know how I solve this puzzle ???

Let's play Silent Hill 2 and this is the HD edition for the Xbox 360 {part 3}. All gameplay footage has been recorded using the Xbox One's built-in capture software and then upscaled from 720p to 1080p for the best image I am currently able to produce. This episode begins with us in the lobby of the apartment building and this time we are armed with some information as well as altering the brightness settings so we can all see properly lol. Before loading up the game I decided to check the internet for a walkthrough so I could just get pointed in the right direction and then
I looked no further so nothing was spoiled. The one piece of information I looked at was where to find the flashlight so that the episode would not be dark for too long. So, it turns out the flashlight is on the second floor in room 205 so we head there straight away avoiding the creatures and arriving inside the room. There is a creepy manakin that has no head and upon interacting with it we receive the flashlight and finally we have LIGHT!! It's now time to explore the apartment building floor by floor and room by room only most rooms are in fact locked or have broken locks
which is apparently a thing. Some crazy lock smith must have gone on a lock breaking rampage, but I guess we shall never know the truth lol. We find a garbage chute, but we are unable to do anything with it at this point, but it does lead us to believe that it will be needed later on. We find a note with a riddle in another room and there is also a grand farther clock that we are given the option to push on it if we want to. Pushing on it does nothing as it is firmly stuck to the ground but there are some names written about the room and we can also look at the clock face. We try to access the clock hands in order to solve the riddle but the glass front won't open, and our big plank of wood is apparently too feeble to smash the glass out of the way. Exploring the third floor we see a barrier with a key behind it and find a room that appears to have been shot up due to all the bullet holes all over the walls! We collect some handgun ammo but as of, yet we still have no handgun to use said ammo in... Heading back to the barricaded corridor we choose to reach and grab the key from the other side but what would you know a little snot faced girl kicks it out of our reach and skips off giggling like a child... yes, she is a child which is why she giggles like one lol. The episode ends with us heading back down to the lobby so we can save the game at the save square and into the outro we go. Okay, so I have what I think is the basic gist of the puzzle to open the clock and move it but there are a few things I still haven't worked out. If anyone knows what I need to do, then please leaving a comment with some guidance and I will credit you in the next Silent Hill episode!
